We're Ending Street Homelessness
in Ventura County

The Lewis Road community near the City of Camarillo is a supportive housing project that will bring 88 private, dignified homes to Ventura County. Developed in partnership with Ventura County, the City of Camarillo, Gold Coast Health Plan, and Many Mansions, this Homekey-funded community will provide on-site services to help residents move from street homelessness to stability. Groundbreaking is anticipated in March 2026, with completion expected within 12–18 months.

A Closer Look at Lewis Road Community

Site

The Lewis Road community will include 88 private, supportive homes designed to provide stability, safety, and dignity. Each resident will have their own room with a door that locks, creating a personal space to rest, bring their pets, and store their belongings securely.

Located on county-owned land near the City of Camarillo, the Lewis Road site is part of a larger wellness campus that will bring together housing, behavioral health care, and community services. The campus design will include shared spaces for dining, case management, and resident gatherings, along with landscaped outdoor areas, gardens, and pet-friendly amenities.

Services

Many Mansions will provide on-site supportive services to help residents stabilize, heal, and thrive. Each resident will receive personalized case management, along with connections to behavioral health care, employment resources, and long-term housing opportunities. These services will provide the critical support residents need to rebuild their lives and move from street homelessness toward stability, wellness, and independence.

Public-Private Partnership

The Lewis Road community is made possible through a public-private partnership that brings together state, county, city, nonprofit, and health plan partners to address homelessness with urgency and innovation. Nearly $28 million in funding comes from California’s Homekey+ program, supported by voter-approved Proposition 1 and administered by the California Department of Housing & Community Development (HCD). Additional contributions include $2.5 million from Gold Coast Health Plan, local matching funds from Ventura County, and a proposed $2 million commitment from the City of Camarillo.

Ending unsheltered homelessness can be done.

A fast, cost-effective way to build housing at SCALE that is dignified and private so that people are willing to come, where they can then get the intensive supportive services they need.
