2025 Impact Report
Fast-Tracking Pathways to Stability
2025 marked a defining year for DignityMoves. What began just four years ago as a bold response to street homelessness has grown into a proven, scalable model helping cities bring people indoors quickly and with dignity.
Across California, momentum is building around solutions like our interim housing model. Our 2025 Impact Report captures the progress made this year and the systems taking shape to scale what works.
By the Numbers
- 1,940 residents served to date
- 4 new interim housing sites opened in 2025
- 12 total communities open [as of February 2026]
- 10 additional communities in development
These milestones signal increasing alignment among public agencies, service providers, philanthropic leaders, and community partners committed to ending street homelessness at scale.
A Message From CEO & Founder Elizabeth Funk
In this brief video overview, Founder and CEO Elizabeth Funk reflects on the momentum behind interim supportive housing, the policy shifts underway, and why this moment represents a critical opportunity to expand proven solutions to street homelessness statewide.
The Capacity to Scale Campaign
Demand for fast, dignified interim housing continues to accelerate. To meet this moment, DignityMoves has launched the Capacity to Scale Campaign, an investment in the organizational infrastructure, partnerships, and talent required to help more cities move from planning to action.
With catalytic leadership from John A. Sobrato and early support from partners including Valhalla Foundation and Wells Fargo, we are strengthening the foundation needed to replicate this model responsibly and sustainably across California.
Ending street homelessness at scale requires more than delivering individual projects. It requires durable systems that can move as quickly as the crisis demands.
