A Bold Plan for San Francisco

The Interim Housing Blueprint is comprehensive plan that identifies key opportunities to streamline funding, accelerate project approvals, and enhance inter-departmental coordination, so that more people have access to safe, supportive interim housing while waiting for permanent solutions.

The Blueprint for Action serves as a roadmap to mobilize resources and overcome barriers to housing development. It highlights innovative strategies such as:

  • Scaling modular housing and adaptive reuse projects
  • Unlocking new funding streams, including public-private partnerships
  • Reducing bureaucratic delays in contracting and permitting
  • Creating multi-sector “Action Teams” to drive rapid implementation
