Addressing Housing Insecurity for Students in Los Angeles

DignityMoves has partnered with East LA Community College (ELAC), Gensler, and Jovenes as part of a student-led initiative to provide innovative solutions to address student homelessness. This proposed pilot project would empower students to take an active role in a transformative housing solution that solves the immediate and long-term needs of LACCD students facing homelessness and housing insecurity.

East LA Community College Housing Pilot

The proposed ELAC Housing Pilot is an innovative, scalable model to address homelessness among LACCD students, particularly the Transitional Age Youth (TAY) and LGBTQ+ populations. By transforming underutilized spaces, such as parking garage rooftops, into vibrant, supportive housing communities, this initiative could provide 120 beds—40 interim and 80 permanent—at one-third of the cost and in half the time of conventional building methods.

This proposal was made possible thanks to the generous support of the Wells Fargo Foundation. Their $250k grant was the catalyst that enabled DignityMoves, Gensler, and ELAC Architecture Students to complete a feasibility analysis, with support from structural and MEP engineers, to confirm the project’s technical viability. Building on that work, we developed two conceptual design packages and refined the project’s cost and schedule assumptions. We submitted a two-option design-and-cost proposal in response to LACCD’s innovative student housing RFP in April 2025.

Key Features of the ELAC Housing Pilot:

  • Innovative Use of Space: This proposed project leverages underutilized parking garage rooftops at ELAC to create affordable student housing units.
  • Support Services: In partnership with Jovenes, students would have access to comprehensive wraparound services, including mental health support, educational assistance, and job training. Jovenes’ College Success Initiative specifically addresses the crisis of student homelessness, offering college-focused housing and case management services to help students focus on their academic achievements.
  • Sustainable Living and Learning: This pilot proposal incorporates sustainable practices such as renewable energy generation through solar panels and urban agriculture via hydroponic grow houses. The project would serve as an educational platform for ELAC students, incorporating sustainable energy and food production to foster a self-sustaining community.

The ELAC Housing Pilot is a collaboration between DignityMoves, East LA Community College (ELAC), Gensler, and Jovenes. DignityMoves provides expertise in developing cost-effective interim housing solutions, while ELAC engages its students in a hands-on, student-led initiative to address housing needs on their campus. Gensler, a leading architectural firm, contributes to design innovation and mentors ELAC student interns, fostering sustainable architectural practices. Jovenes offers comprehensive support services, including mental health, educational assistance, and job training, ensuring students can thrive academically and personally. Together, we are leveraging our unique strengths to create a scalable, replicable model for addressing homelessness among students in Los Angeles and beyond.

Scaling for Impact

This proposed pilot would not only meet the immediate needs of students at ELAC but could also be replicated across other publicly owned rooftops in Los Angeles County, potentially accommodating up to 3,000 affordable housing units. Our vision is to recreate the success of the ELAC pilot across Los Angeles County and beyond. By transforming overlooked urban spaces into vibrant, sustainable communities, DignityMoves aims to provide immediate housing relief and long-term solutions for the 75,000 people experiencing homelessness in the county. With over 40 publicly owned rooftops identified as potential sites, this model could provide housing for thousands more.
